Cell Properties

The current URP algorithm gets cell properties (BWER, Hail, MaxZ, etc) by looking within a certain radius (20 km) of the cell's center. This doesn't work for elongated cells where the length is > 20 km because 2 cells can "own" the same feature.
 
The new algorithm constructs a best-fit core ellipse based on the cell's core volume footprint. Within that ellipse and a configurable distance nearby is where the algorithm determines the cell's attributes. Lightning is also used with a time window that is centered ± 5 minutes from the radar's time stamp.
